Enforces a maximum request body size.

Compares the already-buffered body length against max_bytes; oversized requests get a 413 JSON response and a PAYLOAD_TOO_LARGE error carrying the context so the graph engine routes through the error port. Does not write to context.message.

Maximum allowed request body size in bytes.
