Sample a fraction of new traces, in 0.0..=1.0.

fn sample_new(&self, trace_id: &str) -> bool

Decides whether a brand-new trace should be sampled.

always_on/always_off are unconditional; trace_id_ratio compares a pseudo-random, per-trace-consistent draw derived from trace_id against the fraction (see ratio_draw).
