Parses the APISIX types shape: "*" or a non-empty array of non-empty strings. None (key absent) yields the given default list.

pub(crate) fn matches(&self, ctx: &Context) -> bool

Whether the response content-type matches. As in APISIX, a missing content type never matches, and the value is compared with anything from ; onward (e.g. ;charset=utf-8) stripped.
